8/09 Motor Vehicle Allowances
9/09 Domestic Travelling and Relieving Expenses
10/09 International Travelling, Relieving and Living Expenses
11/09 Transfer and Appointment Expenses

Directives 8/09, 9/09, 10/09 and 11/09 were published in the Queensland Government Gazette of 04 September 2009.

Directives 8/09 "Motor Vehicle Allowances", 9/09 "Domestic Travelling and Relieving Expenses", 10/09 "International Travelling, Relieving and Living Expenses" and 11/09 "Transfer and Appointment Expenses" replace Directives 06/07, 09/08, 10/08 and 11/08 respectively and operate from 1 September 2009.

Each of the 4 Directives has been amended to update allowances and expense amounts as provided for in Australian Taxation Office rulings or through movement in the Consumer Price Index. Relevant amounts will also be adjusted in future years from 1 September and new Directives will be issued each year in this regard.

Directive 8/09 "Motor Vehicle Allowances" sets new rates payable to public service employees when they use their private motor vehicle for official purposes. The new directive applies the rates that the Australian Taxation Office (ATO) uses. Employees may be familiar with them through preparing their income tax returns.

In Directive 9/09 "Domestic Travelling and Relieving Expenses" relevant allowances have been increased in line with ATO Taxation Determination TD 2009/15 and the Special Allowance in clause 2(e) has been increased from $33.00 to $33.50 in line with CPI increases.

In Directive 10/09 "International Travelling, Relieving and Living Expenses" the Equipment Allowances in clause 2(b) of Schedule C have increased from $264 to $268 and $199 to $202 in line with CPI increases. The Daily Personal Allowance in clause 2(c) of Schedule C has not changed. However, the Table of Countries and respective cost groups have been amended in line with ATO Taxation Determination TD 2009/15.

In Directive 11/09 "Transfer and Appointment Expenses" various allowances in clauses 10, 12, 18, 27 and 31 have been increased in line with CPI increases.

Since this PSIER News merely summarises the main areas of change, it is recommended that you read the new directives.  The new directives will be on the PSIER website at http://www.psier.qld.gov.au/direct/index.shtml.
